This is a theme (like the skin), should apply using Apex Launcher or Nova Launcher or other applications from the home screen support.
To apply complete with Apex Launcher theme:
Open Apex Launcher> Press Menu (or Apex Settings)> Theme Settings> Scroll to last item iOS7> Apply
To apply theme using Nova Launcher:
Open Nova Launcher> Press Menu> Nova Settings> Appearance> Icon Theme> Last iOS7 Topic
To change the wallpaper:
Press Menu> Wallpapers> Ultimate Scroll to iOS7 Wallpapers> Set Wallpaper
